Emergency Operations

Emergency preparedness is a shared responsibility. The Department of Emergency Operations partners with principals, teachers, students, families, and community agencies to build a culture of preparedness across Milwaukee Public Schools (MPS). 

Through proactive planning, continuous training, and strong partnerships, our department helps ensure that every school is ready to respond effectively to emergencies. We also support the district's commitment to providing safe, welcoming, and supportive learning environments for all students. 

How We Support Schools

  • Emergency Planning: Develop and maintain district and school Emergency Operations Plans for a wide range of incidents. These include severe weather, fires, medical emergencies, hazardous materials incidents, power outages, and acts of violence. 
  • Crisis Response Coordination: Provide guidance and coordination before, during, and after significant incidents, working alongside school leadership and public safety agencies. 
  • Standard Response Protocol (SRP): Implement consistent emergency response actions across all schools. This gives students, staff, and first responders common language to use during emergencies. 
  • Emergency Communications: Coordinate emergency notification systems, crisis communications, and information sharing with schools, families, and community partners. 

How We Support the District

  • Manage emergency preparedness and school safety grant opportunities to strengthen district capabilities. 
  • Develop crisis response procedures, continuity planning, and post-incident recovery strategies. 
  • Coordinate emergency planning for districtwide events, special activities, and large gatherings.
  • Support the implementation of safety and security technologies that enhance emergency preparedness 
  • Promote a culture of preparedness through planning, education, and community partnerships. 
  • Coordinate with MPS departments and community partners to evaluate weather, safety, and other emergency conditions that may impact school operations. This supports decisions regarding school closures, delayed openings, and early dismissals.
