Non-Public School Participation

Milwaukee Public Schools (MPS) serves as the administrative agency for Elementary and Secondary Education Act (ESEA) funds that are available to eligible City of Milwaukee students attending non-public schools.

In order to ensure that Title IA services are provided to eligible students who are enrolled in non-public schools, MPS needs to work cooperatively with participating non-public school officials. We appreciate your willingness to work with us to promote academic gains for Milwaukee resident students with the greatest educational needs.

Service Providers (Vendors)

As a result of ongoing consultation with local non-public school officials, MPS employs a “third-party vendor” model to provide Title IA services to eligible students attending non-public schools. These service providers were identified by the district in consultation with participating schools. Program descriptions for each of the recommended providers can be found on their websites.

Participation Guidelines

Arrangements for service delivery at each non-public school are developed based upon consultation between individual schools and MPS (through the designated service provider). Schools may contact the Title I supervisor for non-public schools at (414) 475-8122 if they have any questions about this process. Services must meet the requirements of ESEA for Targeted Assistance schools, be consistent with MPS contractual obligations, meet the needs of the targeted students, and reflect individual school allocation limits.

Services may begin when:

  1. Schools have submitted the signed Title Program Affirmation of Consultation and City of Milwaukee resident enrollment information by the deadline.
  2. Students are identified and listed on the completed Title IA Eligibility Reports.
  3. Parent consent for services is obtained.
  4. Service models are developed for each school.
  5. Schedules are in place, and service provider staff is identified and trained.

Participating non-public schools may begin planning for the following school year during the spring semester. It will facilitate the start of services next year if:

  • Current teachers suggest eligible students who might start or continue in the Title IA programs for the following year. The decisions for identifying students may be based on the prior year's assessments.
  • Adjustments to service models for next year are planned.

Allocations

The amount of Title I funds allocated to each participating public school attendance area is determined mainly on the basis of the total number of low-income students residing in each area. Once the participating public school attendance areas have been established, a local education agency (LEA) calculates the per-pupil allocation (PPA) for each participating public school attendance area. Then, based on the total number of children from low-income families residing in each attendance area attending either public or private schools, the LEA calculates the total amount of funds for each area. From this amount, the LEA designates an amount of funds (equal to the PPA multiplied by the number of low-income private school students in the area) to provide equitable services to eligible private school participants
