Title III, Part A: Language Instruction for English Learners and Immigrant Students

The purpose of Title III, Part A is to address language instruction for English learners (ELs) and immigrant students.

There are three main goals of Title IIIA: 

1. To ensure English learners, including immigrant children and youth, attain English proficiency and develop high levels of academic achievement in English and other subjects

2. To assist teachers, principals, and other school leaders in:

  • Establishing, implementing, and sustaining effective language instruction educational programs
  • Developing and enhancing their capacity to provide these programs

3. To promote parental, family, and community participation in these programs
 

Use of Title IIIA Funds

When developing a Title IIIA plan, funds can be used to address these three goals by providing:

  1. Educational materials
    These include high-quality, research-based language instruction programs aimed at increasing English proficiency and student academic achievement in core academic subjects.
  2. Ongoing professional development
    Professional development is focused on enabling classroom teachers to deliver effective content and English language instruction, utilize high-quality assessments and data, and enhance instructional strategies. 
  3. Support for English learners and families
    Schools can develop, implement, and provide after-school tutoring and summer learning programs for English learners, as well as opportunities for community outreach and parental support in assisting their children to learn English, achieve at high levels academically, and meet the Common Core State Standards.
     

Student Progress

To ensure that ELs are meeting accountability metrics, Wisconsin has adopted the 2020 WIDA English Language Development Standards Framework. Student achievement is measured through the annual administration of the WIDA ACCESS English language proficiency assessment. Progress towards meeting English language proficiency and academic achievement is part of the Wisconsin Department of Public Instruction's ESEA Consolidated State Plan. Guidance for identifying, instructing, assessing, and reclassifying students as English language proficient per this plan can be found in the State of Wisconsin EL Policy Handbook.
 

Participation for Non-Public Schools

To participate, a non-public school must:

  1. Have at least one English learner enrolled

  2. Administer the district's English language assessment (WIDA ACCESS)
  3. Provide verification of English learner status as determined by the Wisconsin Department of Public Instruction
